Agency Participation in CAN
Access to CAN is reserved for 501(c)(3) tax-exempt, non-governmental organizations directly involved in collaborative disaster case management during long-term recovery. Government agencies seeking individual client information should contact their FEMA Regional Office.
To obtain access, each agency must:
- Have agency leadership review and sign the Agency Participation Packet,
- Complete and submit an Agency Information Form. This information will be listed in the CAN Resource Directory and designates a point of contact as a liaison between the agency and CAN,
- Obtain a signed CAN client release from each client before entering that client's data into CAN,
- Ensure that a Case Manager Confidentiality Agreement is signed by each Case Manager who will directly view and/or edit CAN. Using the Partner Login at the top of this page, Case Managers should register for a userID and password after the confidentiality agreement is signed and submitted. Access to the appropriate secure sections of the database will be granted within three business days of CAN receiving both steps of the Caseworker Application- the online registration and the Caseworker Confidentiality Agreement,
- Agencies should send in, with their participation documents, a copy of the IRS determination letter of 501(c)(3) status
- Agencies seeking access to the client registry database should also complete and submit with the other documents, the CAN Application Checklist, confirming they have completed all necessary steps for access to the client registry database in CAN.
For agencies that qualify, the agreements should be reviewed and signed by individuals authorized to make legally binding agreements on behalf of the organization. Initials should be placed at the bottom of each page indicating it has been read and the whole signature should be placed on the right hand side of page 10 of the Agency Participation Agreement.
An agency must have completed its 501(c)(3) application process prior to being granted access to CAN. Applications from agencies without current, valid tax-exempt status will not be accepted.
If an organization applying for CAN access is working in a formalized agreement under the umbrella of another agency's 501(c)(3) ,a copy of the formal agreement must be submitted with the application. It should come from the hosting agency on their letterhead, along with their IRS determination letter of 501(c)(3) status. Agencies without 501(c)(3) status and/or is a government agency can request access to CAN's resource database without access to the client database.
To verify that the applicant agency is providing disaster case management and participating in a Long-Term Recovery Committee (or, in the absence of a LTRC, an established community collaborative), CAN will contact at least two agencies in the community with which the applying agency is working. These reference agencies should be neither a hiring agency, nor the Fiscal Agent of the applicant agency.
If the agency applying is a LTRC, the same eligibility requirements apply as that of other applicant agencies to participate in CAN. It is preferable that the individual 501(c)(3) agencies comprising the LTRC be participating agencies rather than the actual LTRC. The LTRC can be recognized as a partner in the CAN resource directory.
If CAN is notified that a Participating Agency is not actively collaborating with their local community partners and/or is using CAN inappropriately, access will be suspended until CAN obtains clarification and/or a community-specific plan of action developed.

CAN Recommends sending Caseworker Confidentiality Agreements separate from the Participation Documents. All new Case Managers who will be using the CAN system are encouraged to sign up for the CAN online orientation. The orientation schedule can be found at www.can.org/training.
